Public Safety would like to advise the University of St. Thomas community of a theft by swindle on the 1600 block of Marshall Avenue.
On Thursday, Oct. 17, at an unknown time in the afternoon, a UST student reported he was approached by Peter Laverne Carter, aka Niegea Levern Carter. Carter informed the student he was suffering hardships and was hungry. Carter described himself as a Christian and referred to the student as his “guardian angel.” The student gave him food and money. The student gave Carter his phone number at Carter’s request so they could attend mass together. At approximately 3:30 p.m. Monday, Oct. 21, Carter approached the student again and was more aggressive. The student said he felt intimidated and gave Carter more cash. The St. Paul Police Department was contacted.
Carter is a black male, early 50’s, 5’ 8”, gray hair, slender build. In this most recent incident he was wearing a blue “AND1” hooded sweatshirt, dark blue jeans, blue baseball cap, gray shoes and a wooden rosary around his neck.
The University of St. Thomas believes that descriptors alone are not a valid reason to profile or cast suspicion on any individual. They are included here because they may reasonably assist in identifying the perpetrator of this incident.
Carter has been trespassed from campus several times for attempting to swindle community members. He has multiple criminal convictions for theft, aggressive solicitation, assault and other felonies. If seen on or near campus, contact Public Safety immediately. If seen off campus, contact the St. Paul Police Department.
