“Cost of private, public college education rises again,” Star Tribune, Oct. 21, 2003. “The University of St. Thomas in St. Paul has seen its tuition costs rise about 66 percent from 1993-'94. Back then, tuition and fees were $11,748 compared with $19,468 in 2002-2003, said spokesman Doug Hennes. Over the past few years increases have been 5 to 6 percent a year, he said.”
